You receive them once the exchange goes live. All of that information is available in the link. They have it all on a single page.
Also, one of the heads of the project was a founder of Uber. There's some other big names behind it, so I have no reason to think it's a scam. There's also a cap of $2500. So, you can't earn anymore than $2500 from referrals.
