Because adding 10k people who had NEVER EVEN HEARD OF THIS SITE is a terrible thing for both the site and the currencies obviously. Just like twitter is always bitching about people getting too many followers because they don't tweet all the time....you know, because more users is a bad bad thing for a website to have.
