In general, do they categorize all crypto together. They always make sound like they target bitcoin, but where to currencies like steem stand! Bitcoin indeed appears to be the face of every crypto these days!
They do tend to pick on Bitcoin more than others. Florida though is grouping all of crypto currency together, so basically under this law if you even us Steem for illegal activities your gonna get the extra money laundering charges.
