Oh Texas! What are you thinking? Bitconnect is DECENTRALIZED. It is also somewhat ANONYMOUS. Nobody seems to know who is behind it. Nobody has seen the "volatility bot" code. Their head office seems to be non-existent. Texas seems to think that they can cause them to shut down with a c&d? It's a little like saying, "Criminals in Country X have been breathing air. That Air has been carried by the trade winds to Texas. We don't want Texans breathing in this criminal air, so we are issuing a Cease and Desist order to the criminals in Country X to stop breathing air that may make it's way to Texas."

Makes a lot of sense to me...
