Blockchain For Syrian Refugees

I recently finished a blockchain hackathon where me and my friends coded up a rough draft of a smart contract (and basic frontend) for Syrian refugees to increase accountability in the refugee camps .

The idea is to solve the problem of thug and gang behaviour in refugee camps where people are getting away with heinous acts of crime and there is no accountability. In a place such as Turkey for example where the refugee camps house millions of refugees the Turkish government is not governing these refugees the way it does its own people, it's the UN and other NGOs responsible for their day-to-day lives. Thus the blockchain aspect of it is an attempt to make sure that people who are caught and proven guilty of a certain crime will have to live the rest of their lives with a record of that crime on an immutable, unhackable ledger. Our goal is that when the war is one day over people who behaved as criminals in refugee camps will have to account for the crimes they committed in the refugee camps.

Obviously there is a lot more thought that has to go into the idea as to its potential flaws but also its other potential benefits and purposes that it could serve.

Curious to hear what some of you think. And obviously if i was not clear just post a followup question!
