The text of the resolution is written and published by a Swiss parliamentary and by its nature it's a work of public interest. It's a motion in the Swiss parliament.
I was quoting it(using quotes, not markup language(my bad), pointing to the Swiss parliamentary who wrote the text and to the reddit user who translated the text from French) and provided all the references.
The article highlights facts which are interesting for the steemit community and it doesn't break any copyright rules, so I think the quality ban should be removed.
