I don’t have the technical to skills offer up a reasoned Aye or Nay but do recognize several commenters here who I think do have skills indicating Aye. For what it’s worth (0.0001 DOGE at current exchange rates) I wonder though if this runs counter to the idea of a move to more decentralization.

One of the key goals of this project is to decrease node costs to the point where it's cheap for anyone to run a node. I believe this will lead to greater decentralization. Currently most if not all of the Steem front-ends rely on Steemit servers, for example. I really feel this has to change.
No. The proposal encourages greater decentralisation. Right now it takes a lot of resources to run a seed node and so very few people do it. Moves, like this proposal, lower the bar for running servers and if the costs reduce enough there will be more public (and private) API nodes. Since API nodes are currently a major point of centralisation, having more will make Steem more decentralised.
