Is the Pali chanting close to the same sounds of the original Pali language?

Or was the written Pali language later discovered after the language was lost, only to later assign sounds to the written Pali language?

That is unknown as none of us lived in this current life during the time when Pali was a spoken language.

Surely, due to impermanence, there have been changes.

Or was the written Pali language later discovered after the language was lost, only to later assign sounds to the written Pali language?

Pali was a spoken language but is no longer a spoken language today.

It is a language of the past. It is best to learn and practice these Teachings based in a native language that an individual already knows.
