You might try the geographic entries in the back of most dictionaries. It also has an entry, albeit a brief one, in my old 1989 World Book Encyclopedia.

I looked back there in this '69 Webster's, but it wasn't listed.
It's in the geographic entries of The American Heritage Dictionary, 2nd. College Edition c. 1982
I'm not sure Tartaria was an empire per se though. The nomadic steppe people like the Tartars were generally a bit more decentralized than that if I'm not mistaken. Still, the Mongols were conquerors and empire builders, so who is to say?
