Yes it happens when the balance runs out. I've only been able to receive coins from it once. If you post on the bitcoin talk forum:

STOPGood points in this post. I fully understand what you're talking about. The crypto space brings the biggest group of uneducated investors with it. This group will only grow. We really need more insights in the market and previous investment results (even though they don't deliver any guarantee for the future). Cloak has been the only privacy coin that I have been able to actually earn staking rewards. I have had PIVX and NAV staking just as long in their wallets, and have yet to earn a single reward.
