Never watched the show so had to research a little for more context.
This link suggest he was a type of lawless cop doing whatever needed to get convictions. That seems pretty standard really, especially in light of the many times it's come to light that labs and prosecutors and cops frame people they know are innocent.

Although I'm guessing for the show they tried twisting it and making it seem like this is only done to those who deserve it.
Thanks for sharing. Hoping people start waking up that this stuff is real and not just happening to people who for some reason might deserve it.
