Cheaters never prosper, nor do they ever learn! I'm glad some of us actually take pride in the content we produce :) I think people often get blinded by the thought of money, then they look the for the easiest route to get it.
Its kind of like the spammers on Google+. People often dump the same post into dozens of different communities with the intent to get more visibility for nothing. Google's response is to punish them by dumping those community posts into spam folders for review, and taking away the perpetrators visibility across the entire network.
The flagged posts are then sent to us for review, where Google asks us what we want to do with them. If we report the users, they're done for. But we usually just delete and send a warning, after all, they already lost all their visibility, and are already being punished anyway.
