i heard from my friend, there are some account who give "flag" just because they don't like the steemian, or have an subjective motivation to make their reputation down. And it categorized as abused right?

Meh. Don't worry about it. I don't see you causing any huge waves on here. The only ones that get flagged like that are generally posting more controversial topics, and on a regular basis. And it's how it goes. I don't see it much at all. You can either keep a low profile, or you can just keep building your community. And you'll be fine. If you want to be big, you'll piss people off now and then, but as long as you are doing right by the platform, you'll do fine. Seriously. Don't worry about it.
The general idea on Steem is people are free to use their Steem Power how they choose, that's upvoting and downvoting. While I don't completely agree with it, I am not 100% against it either.
I agree until it becomes abusive to others or the reward pool. That being said, some people deserve flags (aka downvotes).
