The cost benefit ratio is off anyways. It's a referral program that, while the negative image effect's magnitude is debatable, definitely has the cons you mentioned. I think you could say, maybe if the referral system really drives people to put a lot of time and effort into getting people to join, maybe the negative image would be worth it (I still don't think so, but just for the sake of the argument). You are not going to have people going out and working hard to get people to join for this referral program.
The only people I can see who would benefit are those who have huge audiences, but if they use STEEM they already have an incentive that is far greater to get people to join, which is the potential upvotes of all of their fans.
I can see the cons being there, even if I can't see exactly how big they are. I don't see the pros. Maybe a different program would make them clear, but not this one.
