Revised security bill still making its way through the legislative system in Canada. It's a pretty horrible piece of work which essentially gives the Canadian security establishment the authorization to do pretty much anything they want. Including lying to the Canadian public for what ever reason.
I looked at the Smith Mundt Modernization Act of 2012, in the US. This bill overturned previous legislation that made it illegal for the government agencies to propagandize (lie) to the American public. They could always lie to the rest of the world and they build a huge apparatus for the purpose, probably the most recognizable outlet was the Voice of America broadcasts that sold US propaganda into the furthest reaches of the world. With modernization of the act the CIA was no longer restricted and could broadcast propaganda to the US too.
Without doubt the US IC felt no obligation whatsoever to tell Canadians or the other members of 5 eyes group, the truth about anything.
Similarly, it would seem that nothing CES or CSIS tells the Canadian public can be trusted to be the "truth and the whole truth".
