It sure isn't. We Canadians have been asking/begging/protesting for decriminalizaion (the end of prohibition) for decades. Instead, we got legalization, and our little group's investment and effort was halted and wasted. Our business was destroyed before it could get off the ground, for corporate profits. Nobody but the bigwhigs and their insider buddies, everybody else goes to PRISON. :(
