Having grown up in Amsterdam where it's basically integrated as much as drinking alcohol on a social level amongst the youth... it's never been seen as anything bad, at least for most people. Having the advantage of that situation makes it such a 'small deal' that people don't go crazy for it and don't end up in criminal situations just trying to get high, thus minimizing the additional effects of criminalizing the use of the drug.

Growing at home for personal use (up to 5 plants without professional equipment) is allowed... other than that its still very much illegal to grow on a big scale which makes for a crazy situation. Weed is legally sold at the coffeeshops but they are technically not allowed to get it. They also have rules that they cannot have more than a certain (small) amount in the shops at all time so deliveries are being made throughout the day, all coming from illegal sources which can then legally be sold. Crazy
