Even after 8 years of war and aggression the Syrian people still make sure the cats have food and water on the streets. This shows even after all they have been through the Syrian people still care.
Makeshift feeding stations have built and mounted at various points to ensure the cats are fed.

What is the need of feeding cats? Cats are animals capable to take care of themselves. They catch mice, rats, birds, insects. They are also one of the domestcated kind of animals quickly getting wild again and able to survive
Could be many reasons. I'm sure they can go back to the wild no issues. Or maybe its a way that people there try stay positive? Not terrible in any sense.
Or perhaps they stand for a kind of normal/the old life. Still time to care
