Steem power is supposed to be cold money. That is to say a committed amount attached to some user. The ability to transfer it would make it like other cryptocurrencies. These are subject to manipulation of price for short term gains by those that manipulate the market at the expense of others. The idea is people voting should have a kind of longer term interest in the Steem platform and currencies. That is why SP is never transferable.
