Centralized or privatized intelligence serves only the interests of a small group of executives and shareholders. In contrast to a central or private intelligence, however, decentralized intelligence will be publicly available and also serve the public interest. Not to be confused with public intelligence groups like @phibetaiota, however, decentralized systems will be entirely based on blockchain or blockchain-esque technology. Blockchains allow the sharing of critical pieces of intelligence data with the entire world while also protecting it from tampering, censorship, destruction and of course, centralized "authority".
Currently codenamed "Din's Fire" (after the Goddess of Power in the Legend of Zelda series), my objective is to create the first ever open-source DIN - decentralized intelligence network - built on blockchain technology. The core of Din's Fire will utilize ChainBB and the Graphene blockchain made famous by Steemit and in its same, wondrous spirit.
The idea of integrating intelligence with Steem and Steemit comes from the supposition that in the future proper intelligence reporting will also make quality blog posts and web content that can then be used to support individual projects, efforts and the collective of operators. No central authority of DIN would exist to dictate its overall mission and objectives, but rather it would be an extension of the collective groupthink of its participants when given a constructive opportunity.
Basically, what do you think happens when you incentivize and decentralize quality intelligence gathering, analysis and reporting?
Many will inevitably find this idea dangerous as it greatly empowers the most disenfranchised individuals in society. Blocks within the blockchain are also entirely unchangeable once they have been agreed upon. For many reasons there will be attempts to abuse such a system to personal gains and interests. All in all, however, how is this different from the dilemma of any blockchain organization today?
What this really means is that history, for the first time ever, will no longer written by the "winners". The people who live and die in various states of crisis will have a voice and a part in changing their condition for the better. The truth, as it were, will finally endure. Consider this the next stage for my existing projecting The Pizzagate Wiki.
Over the next few weeks I will be contacting users like @jesta and developing a working model, but for now I wanted to share my thoughts and opinions on the project with my fellow Steemians and begin with any feedback you might have.

Steve, it's a great idea with one suggestion/caveat: it's creepy/disconcerting to think that even more people will have access to our information, i.e., relationship mapping. Now, if we're going to use this on the intelligence community, that's another matter.
But I love the idea. With open source investigation on the rise, we've got some people who aren't very happy to have their butts hanging in the wind for all of us to see.
If only there were only handcuffs on these sanctioned criminals...
It's a valid concern; especially with those people that use doxxing/swatting/online stalking to intimidate political opponents.

What concerns me is the abuse beyond political/ gov / deep state , that small percent of unfortunate, extremely unhappy people who enjoy tormenting their fellow man, who would /do also misuse these resources. Guess you can't have it both ways.

Everyone believes what they do is good or right or just or whateve other value judgements don't mean 'bad'. But that doesn't mean that it is, nor does it mean it's open for interpretation. Morality is absolutely not relative, it is not situational. You proved it yourself by your own example: rape IS immoral, regardless of culture or any other variable. Thst is an absolute; an axiom mathematically.

It reminds me a little bit of Barrett Brown's pursuance project except DIN would be using blockchain tech. It could very well be that BB may also opts for the blockchain. Do you see any parallels or comparisons here?

Most definitely was inspired by BB, but so was Pizzagate Wiki. Considering he's had some difficulties staying out of jail, however, and my personal bitterness levels are over 9000 I figured it's time to start kicking things up a notch. It's a very interesting project, I think it's going to take time for people to fully grasp the concept but I think it has tremendous potential, as does @rebelskum's DIN proposal. Very exciting stuff, especially considering the power of open sourced and collaborative efforts that have taken off in recent years.
the bulk of any intel gathering is done by OSINT methods; about 10-15% come from secret HUMINT sources; obviously that kind of intel is going to be rare. Agencies work hard to keep those sources secret to protect the flow of data
The bulk of OSINT is subject to Information War methods, and all HUMINT sources are as well.
