Bureaucracy was an adequate Management Methodology for Moses.
But our Globalised Corporatocracy with 21st Century Technology is still managing & motivating with the same old tools.
Moses appointed 10 men, and each one delegated further down to 10, and on until everyone felt a direct connection with Moses and where Moses was going.
The world then was much smaller.
In the 70's one of the 'new' Management Methods was MBWA- Management by walking around, so that even the factory workers saw the Chief. Sometimes they may even nod. Because everyone wants recognition and more than that, that they are working for the ONE same purpose.
Now we have the faceless people in power, and they like it that way.
There is a huge Corporate Philosophy to Conform. Change is blocked because it involves risk taking. The safe option is 'cover your arse'.
To date, I have been picking on the easy targets - Teachers and Nurses, but today I met a most unlikely man who demonstrated the same failings with Bureaucracy today and the frustration that is created for all Employees,
He had risen to Supervisor of Tree Maintenance under the Railway Electricity Easements. So he plays with big toys, has a 4WD Company Car, has a desk-office for the occasional visit on bad weather days and is his own boss, driving around to supervise / coordinate several men (Tree Loppers, Mulchers, etc.
This would be my ideal job and it was his. No more. His expertise and authority have gone. The system presents him with 3 possibles for each job. He has to choose one and document why he made that choice. By the time he finished a long 'boring as bat shit' set of detailed instructions, I'd nodded off.
There is a huge Change on its way and a major part of it will be upgrading FROM Bureaucracy (not just upgrading the same shit).
Exciting Times!
