I think it's more to raise awareness than anything being recognized as such. Another organization who are also renting billboards to get some attention to the subject are http://www.geoengineeringwatch.org/ by Dane Wigington. But this is merely advertisement, not recognition, as much as trolls by simply stating their opinion as fact don't disprove anything. What lends more substance to the issue in my opinion is the Director of the CIA referring in a public speech to SAI (stratospheric aerosol injection) as a method of geo engineering that has caught his attention.
