Mandated Spyware
Chinese citizens are being mandated to download and install a spyware application on their smartphones so that the government can monitor their activity. They had 10 days to comply and failure to do so could result in 10 days in prison if caught. The government had set up checkpoints in Xinjiang to check peoples smart phones for the spyware.
According to the Chinese Government
"The main function is to block pornographic websites, online scams, trojan horses, and phishing sites; to alert users of how much time they spend online; and to enable remote control of one’s home network. The tool is intended to help kids develop a healthy lifestyle by building a safe web filter for the minors."
Use of VPN is illegal
The use of VPNs in china are not permitted. They claim this is secondary terrorist software and have arrested citizens for it. This is a major blow to freedom as these forces clash with the decentralization movement.

Any idea how this could apply to a tourist?
I remember when I was in China for a month on a study abroad program, we all had our computers and whenever we'd look something up, say on google, the search results - some incredibly benign like Wikipedia, come up in red. The red links were blocked and without a VPN, a vast amount of viewpoints and content were blocked.
That was the only time I felt the oppression of that regime during my time there, but it was certainly present.
