Starting January 22, 2016, access to btc-e.com is blocked in Russia. They've made a mirror with another address: http://btc-e.nz (it was in their news, but only in Russian: https://btc-e.com/news/227 - switch flag, if you want to see it). They've posted that they 'are working with this problem.' Though, I don't know if they succedeed. There are (were?) problems with bitstamp and other exchanges. They have some special state body dealing with the sites. Access to ANY site can be blocked to the whole Russia by a decision of ANY court, including some really small towns in Russia. I've heard that they wanted to block facebook and such. Russians would tell you more about the matter ;D
