Since the beginning of God’s Creation and throughout all of human history, God has designed only three institutions for the regulation and benefit of human society. Namely, these are “marriage and the home,” the “state [or government],” and the “church.” To each of these, the LORD has given realms of authority and always with specific duties, powers and responsibilities. But for all three, and without exception, their place and function were always clearly identified and were always given clear boundaries and divine limitations to their authority.
Divine wisdom has clearly intended that none of these three institutions should usurp the other’s rights nor infringe upon the other’s obligations. Throughout all of human history, it has been the consistent observation that to whatever extent any of these three institutions are negligent, remiss, absent, deficient, aberrant, or neglected, then profound harm and misery to the citizenry always result.
We also know that God has, engraved into the human soul the essence of His Law or human morality. Moreover, man’s conscience [though insufficient and often flawed or distorted] adds testimony to this “inner light.” To the degree that a society obeys the “inner light” bestowed on it [Rom. 2:12-14], and to the degree it is positively influenced by the Gospel of Christ and the Bible it will be both restrained from doing evil, and inspired to do good to others. But when people are not willingly self controlled from within by the Holy Spirit, and when they ignore the nudging of the “inner light,” and the "voice" of conscience, they must sooner or later be unwillingly controlled by powers from without. The State, is enabled to use the “sword” to constrain obedience on those who will not be controlled by the home, the church, or the “inner light” [Cf. Romans 13:1-7].
Thus, the more deficient, negligent, and dysfunctional the home, and the weaker and more off-message and secularized or politicized the church, and the more seared the human conscience becomes, then a societal vacuum of lawlessness, chaos, and dysfunction are created. Since nature abhors a vacuum, the STATE soon expands its powers and usurps and intrudes more and more into areas for which it is neither designed nor capable of handling. Albeit, due a nation's transgressions [doing that which we should not] or our disobedience [not doing the things which we ought to do],and until God intervenes, even an oppressive, un-biblical, and despised state will stand triumphant , sovereign, and disdainful of both HOME and CHURCH.
