1. INTRODUCTION
My previous Crusader Kings 3 articles detailed the starting artifacts in 867 and 1066:

Now I will compare the two start dates. The focus will be on fixed (not random) artifacts.
2. 867 ARTIFACTS LOST BY 1066
The Derafsh Kaviani is the most notable artifact that is present in 867 but is nowhere to be found in 1066 (historically it was burned by the Arabs after they defeated the Sassanids in the 636 Battle of al-Qadisiyyah). But in the Crusader Kings 3 timeline, in 867 it is held by the Kingdom of Makran and in 1066 it can only be randomly found through Adventure Inspirations.
With the Legacy of Persia DLC featuring the Iranian Intermezzo, the 867 start has a Sassanian Sword in the County of Mazandaran, a Achaemenid Drinking Vessel in the Kingdom of Makran, an Oxus Bracelet in the Kingdom of Transoxiana, and an Incense Burner Sculpture in the Kingdom of Khorasan. These artifacts are not present in the 1066 start, though most of them can be randomly found during travel events in the Persia region.
3. 1066 ARTIFACTS NOT PRESENT IN 867
There are numerous artifacts present at the 1066 start date which are not found at the 867 start date. You might recall that in 867 there are 4 fixed historic inventory artifacts and 13 fixed historic royal court artifacts while in 1066 there are 8 fixed historic inventory artifacts and 23 fixed historic royal court artifacts along with 11 Easter Egg artifacts.
The Monomachus Crown, Reichskrone, Chalice of Dona Urraca, al-Taj al-Sharif, and Qadib al-Mulk are inventory artifacts that are not present in the 867 start, though presumably they could potentially be found during Adventure Inspirations.
The Crown of Nikephoros II Phokas, Iron Crown of Lombardy, Kinderkrone, Throne of Charlemagne, Curtana, Head of St. Edmund, Sword of God, al-Sayf al-Khass, Banner of Thankfulness, al-Dawat, al-Hafir, Piece of Kassapa's Robe, Staff of Kakusandha, and Water Filter of Konagamana are royal court artifacts not initially found in 867, though many of them can be found during Adventure Inspirations. I have definitely found Curtana and the Sword of God during Adventure Inspirations in one of my 867 games.
Also, none of the 11 Easter Egg artifacts can be found in 867. That includes Elisabeth's Stuffed Fox, Alexander's Skull, Daniel's Skull, Joseph's Skull, Nicholas' Skull, Tegan's Skull, The Annotated Aeneid, The Dagger, The Rings of the Lord, Happy Gaoler, and the Sword of St. Martin.
4. ARTIFACTS THAT CHANGE OWNERSHIP
From 867 to 1066, some realms stay the same (Byzantine Empire, Papacy), some realms change names but are essentially the same (Kingdom of West Francia / France, Kingdom of Alba / Scotland), some realms no longer exist (Kingdom of Lanka, Kingdom of Makran), and some new realms emerge (Holy Roman Empire, Kingdom of England, Kingdom of Pagan).
There are a few artifacts that completely change ownership from 867 to 1066.
In 867, the Bells of Santiago are held by the County of Santiago. By 1066, they have been converted into the (Former) Bells of Santiago and are held by the Duchy of Tutaytulah. Since the Bells and (Former) Bells can be converted back and forth, they are essentially the same artifact.
In 867, copies of the Vinaya Pitaka, Sutta Pitaka, and Abhidhamma Pitaka can be found in the Kingdom of Lanka. By 1066, these three books are now held by the Kingdom of Pagan.
Also, while the Mantle of the Prophet and Spear of the Prophet are retained by the Sunni Caliphate, it is important to note that in 867 the Caliph is an Emperor ruling the Abbasid (Arabian) Empire while in 1066 the Caliph is only Duke level ruling the Duchy of Baghdad.
5. SUMMARY
From 867 to 1066:
The Papacy retains the Papal Tiara.
The Kingdom of West Francia / France retains the Skull Cap of Charlemagne.
The Kingdom of Alba / Scotland retains the Stone of Scone.
The Byzantine Empire retains the Crown of Justinian, Image of Edessa, and Pentapyrgion. In 1066 it also gains the Monomachus Crown and Crown of Nikephoros II Phokas.
The Sunni Caliphate retains the Mantle of the Prophet and the Spear of the Prophet, even though the Caliph falls from Empire level to Duke level.
The Bells of Santiago become the (Former) Bells of Santiago and go from the County of Santiago to the Duchy of Tutaytulah.
The Vinaya Pitaka, Sutta Pitaka, and Abhidhamma Pitaka go from the Kingdom of Lanka to the emergent Kingdom of Pagan. Additionally, in 1066 the Kingdom of Pagan also gets the Piece of Kassapa's Robe, Staff of Kakusandha, and Water Filter of Konagamana.
The Derafsh Kaviani (Makran), Achaemenid Drinking Vessel (Makran), Sassanian Sword (Mazandaran), Oxus Bracelet (Transoxiana), and Incense Burner Sculpture (Khorasan) disappear from history.
In 1066, the emergent Holy Roman Empire gets Reichskrone, Iron Crown of Lombardy, Kinderkrone, and Throne of Charlemagne. The emergent Kingdom of England has found Curtana and the Head of St. Edmund.
In 1066, the Chalice of Dona Urraca can be found in the County of Zamora. The Kingdom of Egypt (Shia Caliphate) has al-Taj al-Sharif, Qadib al-Mulk, al-Sayf al-Khass, Banner of Thankfulness, al-Dawat, and al-Hafir. And the Duchy of Bavaria now has the Sword of God.
In 1066, the 6 Easter Egg characters are present with their associated artifacts.
