Your synopsis is very interesting. Should a mind bomb be considered a biological WMD? The fallout of a mind bomb manifests itself on the victim through visual and/or auditory transduction, photo or signal respectively. In that case one may consider a mind bomb to be a WMD of a biophysical nature. As for the geographical reach if the transduction is induced visually through moving graphics then there are no boundaries. If via auditory signal transduction and/or the written word that may require some translation along the way. The translation is often open to dilution and deconstruction. It must be said that not all that are exposed to a mind bomb are infected. Some are advanced in thought process and reasoning which makes them immune.
The lifetime of a mind bomb? That's a tricky one. If the the mind bomb is unleashed erroneously it can be recalled or corrected limiting the damage and fallout. If it is purposely detonated and perpetuated then yup, it has the ability to just keep going on generation after generation. However, I do believe the mind bomb is determinable as it can and will be negated by the emergence of Truth. And we all know truth will prevail as it always does.
Thus, both a) and b) have a determinable life (no matter how long it will be).

True, the bomb goes off in victims #1 mind, they in turn pass it along as in a conversation to victims #2 and #3 and there you have it, Einstein’s “spooky action at a distance”. We are all made up, for the most part, to feel empathy for other people plights in life. So the infectious nature of gossip causes the propagation of the bomb's effect and hence where I thought it was biological rather than biophysical in nature. My bad.
