1. Ethereum 2.0 Casper and sharding: developer updates released

'Prysmatic Labs, a team of blockchain engineers committed to scaling Ethereum, recently published a development update on their open source sharding client for Ethereum 2.0 Casper.
This week’s development update is a follow up of their previous update which deals with inefficiencies of cross-shard communications. The team had addressed the canonical “Hotel and train Problem” that occurs in cross-shard communications. As explained by Raul Jordan, a developer at Prysmatic Labs in one of his recent interviews:

“[Hotel and train problem] which is that if you book a train and you book a hotel, you want both to go through or none at all. You don’t want to end up stuck with the hotel going through, but not your train or the train going through and not you’re hotel.”

Applying the same in the context of Ethereum, the developer further explained, if there exists Transaction A that lives on one shard and depends on another Transaction B’s finalizing, residing on another shard, having different latencies, different parameters, different types of nodes traversing on them, there exists a chance of the whole system breaking down if one goes through and the other one does not. He also added that someone’s account on the network may end up receiving more Ether than what he/she actually owns. This whole scenario can create a major issue throughout the chain, he explained.
In their earlier report, the team also discussed how the aforementioned problem could be resolved using the concept of ‘Cross-shard contract yanking’ explained by Vitalik Buterin in one of his recent sharding research post.

2. Uzbekistan Legalizes Crypto Exchanges and Trading

A new presidential decree legalizes cryptocurrency trading in Uzbekistan, introducing licensing for crypto exchanges and a set of requirements they will be obliged to meet. To operate in the country, foreign trading platforms will have to establish local subsidiaries and abide by the country’s relevant laws.
Uzbekistan’s President, Shavkat Mirziyoyev, has signed a decree legalizing the activities of cryptocurrency exchanges, local and regional media reported. The document introduces a licensing regime for trading platforms as well as a number of requirements they need to meet in order to be allowed to operate in the Central Asian country. It comes after an earlier decree issued in July prepared the legal grounds for regulating crypto-related activities.
The decree “On measures to organize the activities of crypto-exchanges in Uzbekistan”, № ПП-3926 from September 2, states that an organization which provides an electronic platform for the exchange, purchase and sale of crypto assets is recognized as crypto exchange in Uzbekistan. The legal document defines ‘crypto assets’ as a set of records in a blockchain that has value and owner.
According to the text, the circulation of these assets and the activities of the crypto trading platforms will be regulated with special normative acts and won’t be covered by the legislation that currently applies to securities and the activities of traditional exchanges.

우크라이나 대통령 Shavkat Mirziyoyev이 우크라이나 암호화화폐 거래를 적법화하는 법안에 서명했습니다.
암호화 자산에 대한 거래 플랫폼을 제공하는 거래소 설립 및 운영 라이선스 조건을 포함하고, 암호화화폐 거래에 대한 규제는 기존 증권 등 전통적인 거래와는 다르게 적용될 예정이라고 합니다.

3. 우즈베키스탄, 세계 최초 정부공인 암호화폐거래소 설립한다

샵카트 미르지요예프 우즈베키스탄 대통령은 펀드 조성 목적으로 △블록체인 기술 분야 민·관 협력 추진 및 투자 유치 △기술 분야 현지 전문 인력 양성 및 해외 고급 인력 유치 △기술 분야 해외 선도 기관과 기술 지원 협력 확보 등을 결정했다. 역내 암호화폐 허브로 도약하기 위한 발판을 마련한 것으로 파악된다. 타슈켄트에서 정부가 주관하는 '국제 블록체인 포럼'도 개최한다.
한국 기업과 거래소에도 적지 않은 사업 기회가 주어질 것으로 보인다.
우즈베키스탄 암호화폐거래소 구성에 관한 대통령 결정문을 본지가 입수해 확인한 결과 비거주자를 포함한 법인과 투자자 거래 차익에 대한 과세를 면제할 것으로 알려졌다. 암호화폐 거래가 기존 '화폐규제에 관한 법' 기준에 저촉되지 않는다는 점도 명시했다.
국내외 기업 암호화폐 시장 진출에 상당한 규제 프리존을 둔 셈이다.
한국 내 기업과 단체와 네트워크 형성 작업에 들어갔다. KOBEA 한·우즈벡경제위원회는 우즈베키스탄 대통령 직속 기관인 프로젝트관리위원회(NAPM)와 우즈베키스탄 대통령 결정문으로 설립되는 펀드와 연계해 다양한 협력 사업을 추진키로 했다. △우즈베키스탄 가상화폐거래소 설립 및 운영 △우즈베키스탄 ICO 합법화 △우즈베키스탄 차르바크 지역 마이닝 단지 및 대규모 블록체인 R&D 단지 조성 △우즈베키스탄 정부 승인 암호화폐 은행 설립 △우즈베키스탄 국립대 내 블록체인 기반 학과 개설 등 정부 사업에 기술 자문 협력 기관으로 참여한다. 국내 정보기술(IT) 전문 인력이 우즈베키스탄 디지털 경제 발전 사업에 대거 유입, 국내 고용 창출 효과까지 기대할 수 있다.
