Bogotá might be one of the best cities in the world to visit if you want to see street art.
After graffiti had been illegal for years and one sprayer had even been shot by the police, of all people Justin Bieber was the one who sparked the "graffiti revolution" in Colombia's capital: Escorted by a police patrol, he had sprayed a marihuana leaf on a wall in Bogotá in 2013. Just hours later, hundreds of local sprayers and artists who had been spraying at night always on the lookout for police patrols for years gathered at the spot where Justin Bieber had put his marihuana leaf and started spraying at broad daylight, arguing that they had the same rights as the Canadian celebrity. The authorities could hardly argue against that...
Now, instead of hunting down sprayers, the local government has started commissioning works by local as well as international artists and many parts of the city have turned into a giant open-air museum. Also, on many publicly owned buildings, spraying is legal now and many private homeowners followed the example of the government. But still, many street artists only want to put their work on buildings that are still illegal for graffiti, so there still is a conflict between the artistic rebels and the local authorities.
