Abstract:
This study has been conducted to find out the present situation of past dasiarchhara enclave people who was excluded from their citizenship right`s for a long time. Until 1 August about 50,000 people were living in 111 Bangladeshi and 51 Indian enclaves on the Indo-Bangla border, cut off from their parent nations. In this report I tried to address the condition of dasiarchara enclave community development and community engagement and also find out the gender sensitive activities.
Introduction:
Dasiarchhara is the biggest Indian enclave situated in kurigram district.it has about 6.5 km and more than 7000 people live in this enclave. They became citizen of India but they deprive from their citizenship status till 1974 to 215.after a long time Dasiarchhara people got their citizenship status through their struggle. This process was not easy. The Land Boundary Agreement was signed on 16 May 1974 between Indira Gandhi and Sheikh Mujibur Rahman which provided for the exchange of enclaves and the surrender of adverse. The list of enclaves was prepared in 1997 by the two countries. Two Joint Boundary Working Groups were formed to work out the details of enclaves in 2001. A joint census was carried out in May 2007. In September 2011, India signed the Additional Protocol for the 1974 Land Boundary Agreement. in 2008 diptiman saha on behalf of india and mostofa rahman on behalf of Bangladesh formed Bangladesh India chitmohol somonnoy committee. This committee creates a greater awareness among the people and finally the enclave people raised their voice for their citizenship rights. Dasiarchhara was the leading position in this process.
Statement of the problem: dasiarchara people got their citizenship rights. But their community development process is slow than mainstream community. But it is mention that they were goes through a acute deprivation, so it is very important to give special attention on this community to bring them in mean stream development process. It is also important to protect the young generation from drug addiction because most of the enclave was the head quarter of drug business and mafia group and also ensure the security of women.
Objectives of the Study: There is a broad objective of the study which aims to explain the history and recent conditions of dasiarchara community. Besides, there are several specific objectives of the study. These are: (a) To address the livelihood status of people; (b) To describe The status of women; (c) To analyze the humanitarian vulnerability of enclave ;(d) To analyze the government and non government activities for community development and community engagement.
Method: in this study I used some method which is given below;
• Interview: we take interview of some random people.
• Observation: we observed the people for a specific time
• Focus group discussion: we discussed with a group of people and take their opinion.
• Questionnaire; we provided some open ended question.
Findings: by using above methods some findings are addressed from dasiarchara community which is given below:
Population: according to government census total population in dasiarchara is about 7000 among them 4000 men and 3000 women.1500 people age between 18 to 25.
Land: most of the land is fertile and suitable for agricultural activities.
Livelihood pattern: most of the people depend on agriculture. Most of the men are farmer and women are housewife.
Economic status: their economy based on agriculture. most of the people are lower middle class.
Religion: Most of the people are Muslim. About 600 Hindu families lived in dasiarchara.
Family pattern: most of the family is patriarchal and father is the head of the family.
Administrative system: their administrative system was based on panchayet.pancayet member was elected by peoples vote. community police service exit where a choukidar maintain the security of the villegers. Health status: the people of dasiarchara receive lower health facility from British period. the nears hospital situated about 4 km. distance in fulbari. before they citizen of Bangladesh government running community clinic health service. The road condition so worse that serious patient cannot receive emergency treatment. Women are faced more vulnerable situation. Education: most of the people are illiterate. Many enclave people would carry out their studies with fake addresses. There was no primary school till 2016.now 1 primary and secondary high school established by present government. When we visited a primary school there we see most of the student are boys.. We asked the head master behind this reason and find that most of the people are unwire about girls education and want them marry as soon as possible. we also visit secondary school name dasiarchara bohumukhi high school with the help sahinur rahman vai who served as a head master of this school. sukhi akter who read in class 7 and want to be doctor but it is so tuff for her because sometimes her father want to marry her. this experience is common for most of the girl
s life.
Electricity service: before 2015 this community was electricity less. Solar panel and kerosene lamp was their main hope. As a result various crimes were occurred during night.
Transport: rickshaw and van are available. Most of the road is under construction.
Early marriage: Early marriage rate is higher than other community. We talk more than 6 women among them 3 are aged under 18.they are unwilling about the bad consequences of early marriage .early marriage leads early pregnancy. Most of the child is faced mal nutrition. We also talk with 50 years Mr.jalal ahmed. He has 4 daughters and marries them before 18.He also realized his fault because one of them died giving birth of her first child.
Maternal health status: maternal mortality rate is higher than other place. most of the mother look like under 18.there are no family planning programmers.
Voluntary activities: many people and organization start their campaign to develop the dasiarchara community. Pusti,asar alo,amrai pari running their voluntary activities
Young engagement: young is the power of any community. Young generation of dasiarchara want to see dasiarchara as a union. they want to more job,working facilities in order to people can realize the value of education.
Government and non government activities: government of Bangladesh takes special initiative to develop dasiarchara. most of the road are under constructed. Dasiarchara primary school, sahid miner are already been built and ready to be open, sonali bank provided by cycle among the student.islamic bank provided some loan for farmer.other NGOs ready to be started their programmes.
Political view: most the people support the present government because with the help of yhis government dasiarchara people got their citizenship rights. Aminul islam a social activist said they have planned to name Dasiarchhara ‘Sheikh Hasina Nagar’. He said the local people want the government to build a health complex and a college, as well.
Women`s status among the community; Women have no rights to vote till 2015.they have no right to land ownership. Most of the women are confine in their household activities. Women leadership are rare. Sharmin akter only the women leader who was active member of chitmohol binimoy andolon commette.
Critical discussion: dasiarchara people are newly born community of Bangladesh. They are neglected from a long time from their human rights. as a result, superstation, Illiteracy, crime, violence against women, drug business are highly exit in this community. It is a challenge for government to solve this problem and bring them into mainstream development. women empowerment is essential for sustainable development .
Some recommendation:
• Special measurement should be taken to bring them development process
• Education facilities should be increased
• Create job and working facilities
• Provide some bank loan with less interest
• Give priority on girl`s education
• Encourage people to educated their children
• Established of more educational instituted
Conclusion: community development is a process design to create condition of economic and social progress for the whole community. dasiarchara is a newly born community who got their independence in 2015.so it is responsibility of government as well as NGOs,voluntary activist to take initiative which is helpful for whole community.
