so lets name no names but there once was a whale, that is still a whale and this whale delegated for free to an unnamed community, this community did not sell votes and no profit was made by either party. then leasing SP became a thing and this whale removed delegation and now delegates to bidbots for a fee.
My point being the people with the $$ to really make your idea possible are too busy making $$ by leasing

Looks like we will have get the community to back it with small delegations.
Ive shot it to two whales, one said he would take it under consideration, the other hasnt responded.
I dont have the skills or i would do it myself, but my unsocialibility would likely doom it anyways.
So, i hope somebody adopts it as their own.
