yea idk, a state with a mafia just sounds like a shadow law where the pretenses of civil society outweigh having actual law people follow. I really don't understand why people champion laws no one follows like underage drinking at college campuses and the war on drugs, rampant criminality only degrades the important laws involving actual crimes where there are victims.
