Very true - although there are groups that have taken steps to weaponize music - I won't name names or genres here but I'm sure you can imaging some 'popular' and not-so-popular music that fits the bill.
I've experienced it being used in Psychological Operations . Bruce Springsteen was used this way in Panama in 89.
