In his case, the downvote power is more important. If he had 80-100% he could make a difference.
But with 0.09% it means nothing ;)
They are on a futile campaign. They would need 6 to 10 accounts to really make a difference.
If I get it correctly:
The DV Power Pool is filled with free -100% Votes.
When the DV Power drops below 0% than your Voting Power starts to decrease. (Like with normal positive Votes).
The DV Value is always the same as the actual Upvote Value. (With and w/o a filled DV Pool.)
You can use your "Upvote"-Power to downvote like it was from the beginning.
So you have the same DV Value with a 0% DV-Pool than with a 100% filled DV-Pool.
In this example +/- 1.568 $ (with a 100% Up-/Downvote)
