Trapped in Africa - Seeking Ideas for Help

This is a true, presently happening story.

I have a very close friend, her name is Josephine. She has traveled, with legal visas, in the USA several times. She just was issued another visa for entry to the USA, good for one year. She had recently returned to Ghana, from the USA, where she had been attending university to become a nurse. The purpose of the trip to Ghana was to see her mother.

Once her visit to Ghana was done she was due to fly back to the USA, to Phoenix to be with me. When she went to the airport in Accra Ghana she checked in for her flight, with all documents presented and approved before being handed a boarding pass. At the immigration counter, through which all departing passengers must pass she was not allowed to proceed with her trip. She was told she had to have US$ 3,500 on her person as "travel expense" money. But was noticed that other travelers were not being required for the same thing. She had nowhere that much money as she had just paid over $2000 for her ticket and also the fees at the US embassy for her new 1 year visa.

Even if I had that kind of extra money to help her, the main money transfer services in the USA, Moneygram and Western-Union, will not allow US$ transfers to most West African nations. So she is stuck.

If anyone has contacts in Accra, Ghana please advise how I may contact them and see if they have a way to help her out. I am arranging funds but will need to pay some who is already in Acraa back for their assistance. Please pass this story on to as many people as possible.
