Oh my are you serious! How old is he? Surely the parent needs to be informed at all times of what is happening! All these problems people are experiencing through CPS sounds like part of an evil plan to demoralise. I've heard there is a department in the United Nations that was set up to help families, have you heard of this? I'll try find the post, it was by @hope777.
