I think a very small portion of artistic is born or innate. I think the idea of natural talent is too commonly used to deminish the hard work artists put into developing their skills
Similarly, I think art appreciation can very much be taught and learned. Creative work does not happen in a vacuum. In order to appreciate any creative field, one really owes it to themself to analyze and think about work from other creatives in the field. I think critiquing and learning to appreciate artistic work is a critical part to growing as a creative person
Ofc with any creative work, development isn't a straight line. Growth comes from a lot of different directions and in a lot of different ways. But I think creation and appreciation go hand in hand. You can't effectively create without critiquing and appreciating, but you can better critique and appriciate if you have the experience of creating
