That was said by Nicolas Maduro during the launch of Petro. However, the middle Venezuelan can't buy the cryptocurrency of the Venezuelan government because it's not available for sale in it's official coinage, bolívar.
The presale, which ends on March 19, only supports dollars, euros and other cryptocurrencies. According to El Nacional,
"The government, which owes approximately 60 billion dollars to foreign creditors, has raised about 735 million dollars up to the time of the sale of Petro coin, according to Maduro."
The maximum amount that is expected to be obtained is of around 4.9 billion dollars and that is if the government manages to sell the 82.4 million petros issued in the pre-sale to a public offer of 60 dollars per token, a value that's established on a barrel of oil. half of the earnings will go to a "sovereign fund", while the rest will go to develop the project, according to the so-called white paper described the plan.
