Steem is a graphene blockchain and therefore is the fastest blockchain currently around, it does transactions in 3 seconds. You can find out more by reading here, https://bitshares.org/technology/industrial-performance-and-scalability/
Specifically it states:
Graphene is capable of 100,000 TPS when we pay for the network to go with it@cryptosig just found on their website that they only handle 1000, ripple can hit 1500 and its just getting warmed up ;)
