We don't see the RC fees now because the chain has never been put in the situation to increase those fees exponentially as it would happen if this place would be much busier. But then, they would be very visible.
On second layer we do have fees. Hive-Engine has some fees, SPK Network will have fees, VSC will have some fees too.
That's explanatory. I think VSC is still pretty much vague and I've not seen a post explaining how it's going to be, but I like to see it very soon because to some extent it's probably going to be a game changer
