From what I've read, these do payout, however, they are normally paying the interest from the new investor's money.
They often eventually stop paying because they are paying an unsustainable amount of money, eventually, they collapse an take everything. I guess only pay in, if you can afford to lose it. I havn't tryed this myself, I've just read about them on Reddit.
