On Monday (April 16th), Russian telecommunications regulator Roskomnadzor issued a statement on its website that Russia began to blockade the Telegram messenger. Previously, the company refused to provide encrypted user information to the Russian security services. The Telegram application still runs on Monday afternoon local time, but the company’s website has been blocked by MTS and Megafon, the two largest service providers in Russia. Earlier, the company had completed the second round of ICO pre-sales and raised 1.7 billion U.S. dollars to create the Telegraph Open Network (TON).
