I am waiting on a response from populous to find out if 5 ETH is really the minimum.
Did you notice there are 5 payment addresses?
Four of those addresses are for the 4 different bonus structures.
I surmise that the 5th address is for those that want to participate at a lower level without the bonus.

I got a response from Populous support
You can purchase tokens during the main ICO, without min and discounts

Tokens will be issued after main ICO ends. At the same, the team will publish instructions to add/claim the tokens
