Is Coinbase where you would go to buy NEO?

I don't know! I'm from Europe, and don't use Coinbase myself. As far as I know, Coinbase only lists the 'mainstream' crypto's like Bitcoin, Ethereum and Litecoin? There's a lot of talks of them adding more crypto's this year though.

I personally recommend the Bittrex exchange if you want to trade STEEM or SBD (either buy or sell) because most exchanges don't list them. I think Bittrex overall offers, for a 'new' user, probably the easiest and smoothest experience. There are some cheaper options, but if you make mistakes they can turn out to be more expensive. Bittrex is straightforward and easy to understand and hard to make mistakes on! Bittrex also lists NEO, but it does not list GAS which is the free crypto that generates from holding NEO. So if you want to generate GAS you will need to transfer your NEO out of Bittrex and into a private account.

If you're buying NEO with something else than STEEM/SBD, you could try giving Binance.com or Kucoin.com a try. Both have NEO and GAS, and will give you the generated GAS if you hold NEO (while Bittrex keeps it for itself)
