Hypothetically speaking...a us citizen could happen to have an exodus wallet.....which provides a number of in wallet exchange options...

As a general point,

Exodus supports EOS.

• Eos can also be held on Bitshares...through the openLedger gateway. Bitshares being a decentralized exchange....
