Right now, the ICO price is becoming higher and higher. Sometimes you can buy tokens/coins below ICO price.
Take a real example, right now COBINHOOD (COB) is an ongoing ICO. With 1ETH = 4800. 1ETH is $300 today, which is 300/4800 = $0.0625.
On etherdelta.com, the price right now is $0.049469.
So, logon to etherdelta.com and deposit some ETH to the account and buy COB from there.
