I think it is an elaborate scheme, because think about it, they take Bitcoin and other cryptocurrencies of value that go up in price, and give people Tether as a holder, so it's a win win for Bitfinex all the way.
Plus, all they have to do is submit to an audit... and all of this headache goes away.
