This adage is used to remind people of the essence of choosing their words carefully so as not to be misunderstood.
FURTHER EXPLANATION
This adage reminds me of a Bible passage that says - Be quick to listen, be slow to speak, be slow to anger.
The story where these saying originated is about a King, whose own chief tricked into entering a wisdom test, where whoever fails has to commit suicide. After the King accepted the challenge, the chief asked "which is heavier, a dish or a calabash?" The king quickly answered that its obviously a calabash. The chief responded that the answer is wrong. The King was shocked and asked why the answer is wrong. The chief said he was referring to a dry calabash and not fresh calabash. Thus, the king had to commit suicide to keep his honor intact.
