Hive should have a vote to periodically reset all the automatic votes, witness votes, proposal votes, delegations etc. Maybe do it every 13, 26 or 52 weeks. There is a lot of things going here that goes against the spirit of proof of brain or your goal of active curation. There are inactive witnesses with millions of votes which is a verifiable mockery of the system.
We would need a hard fork, but it would end many of the unfair distribution rewards in hive. The biggest votes in the blockchain are from an account who owner lost the keys and other accounts had the privilege of having a delegation from this account.
That's nutty, they should absolutely do a periodic purge. Would make the chain more attractive to new and active members.
