I think it's hard to do in the current political system, but we should try. I think a lot of environmentally destructive practices has to be outlawed. I say this even though I'm an anarchist. No human has a right to destroy nature, and it has to be stopped by force.
I would agree with you that at first lot of things should be outlawed.
For the rest or at least many other things, I would regulate high penalties. Penalties that wouldn't be in a form of some payment, although it might be useful either in some cases, but completely different ones.
E.g. if someone burns or smash the whole forest I would force them to work on afforestation of the same area until new trees reach certain height.
That's just an example, but I believe you would get my point, as if they would be forced to work on rebuilding and renewing what they have been destroyed they would think twice before they do some stupidity.
